Environmental Investigations and Remediation: Phase I


A Phase I Environmental Site Assessment (ESA) is the critical first step in determining real and potential liability issues.

The focus is on identifying known, hidden, and potential environmental impairments through a thorough investigation on several fronts.

The Phase I analysis includes:

  • Shoalwater BayProperty visits as required to gather data
  • Visiting or assessing neighboring properties
  • Searching government and historical records
  • Interviewing owners, operators, and government officials.
  • Preparing a comprehensive ESA Report

Site visits include looking for evidence of stressed vegetation, surface spills, and hazardous materials from improper disposal methods.

Any structures on site are inspected for the presence of asbestos-containing material, lead-based paint, PCBs, petroleum products and other hazardous substances.

AEG also gathers information about the historical conditions and uses of the subject property from topographic maps, aerial photos, well logs, and US Geological Surveys.

Further information is gathered by researching appropriate federal, state and local records. These include the Comprehensive Environmental Response - Compensation and Liability Information System (CERCLIS), and the Washington State Department of Ecology's Underground Storage Tank (UST) and leaking UST databases.

Surrounding properties are reviewed and visited to determine whether they have been impacted by or may impact the client's site. This procedure gives insight into past uses of the property and illuminates potential environmental threats to or from the surrounding area.

Where necessary, information gathered in Phase I are discussed with the appropriate city, county, state or federal officials to determine legal and environmental compliance issues that may need to be addressed.

Phase I is completed in a timely manner with an evaluation of all the acquired information and presentation of a comprehensive Phase I ESA Report.

The report summarizes the environmental condition of the property, reveals previously hidden or potential hazards, includes compliance and remediation suggestions where required, and gives recommendations for any further action.

The Phase I Client Report is a benchmark that provides the client with the most important fundamentals on which to determine site status and potential costs of any necessary remediation.
